‘Khempal to face criminal charges for illegal snooping, if complain filed’

Jammu University Assistant Professor, Khempal Singh will have to face criminal charges under Information Act, if complain againt him would be lodged for allegedly breaching privacy of fellow professor Meena Sharma by illegally getting her call details, maintained official source wishing anonymity.
Despite the strict orders from the home ministry to tighten the process of obtaining telephone call data records (CDRs) without any prior authorized document, the Jammu University Assistant Registrar, Khempal Singh has reportedly flouted all guidelines by illegally getting call details of professor Meena Sharma, who is one of the secretaries of the forthcoming Indian Science Congress. 
Highly placed sources in the University administration maintained that the University is at its best to hush up the matter, as Khempal Singh is an influential person and had a patronage of former President of Jammu University Teachers Association (PUTA) as well as of Vice Chancellor, owing to this reason despite request of Prof Meena Sharma,University authorities have lodged no complain with police.
According to sources in Jammu University, Khempal Singh, who is handling Budget and Finance of Jammu University wanted explanation from Prof Meena for claiming bill amounting to Rs. 2000 for the mobile number she has been using.  
Sources maintained that Khampal owing to his influence managed call details of the professor and sought explanation from professor for making bulk of calls from the official number which she had reportedly got from the University.
He added that by hushing up this matter, University administration is encouraging criminal activities in the University. “This is not the first time that Khempal is under controversy this man is bigoted and always been loud and yelling at his seniors due to his political influence and physical strength,” alleged sources.
Sources in police department claimed that it is among the rare cases and should be dealt with stringently. “Khempal has to face criminal charges for breaching into the privacy of someone illegally. He will be dealt under Information Act,” said police source.
Meanwhile, concerned police chowki expressed surprise over the issue and said that no such information is reported with them. “Although we have not received any complain in this regard, but legally it’s a criminal offence,” said police official from concerned police chowki.


‘Feeling of oneness took me to Uttrakhand’


The twin feeling of integrity and determination motivated 27 year-old model-turned social worker, Sukhjinder Singh to risk his life to rescue thousands of stranded pilgrims during Uttrakhand catastrophe last year. He was reportedly the first civilian to reach the site of calamity along with Indian Army, thus bargaining President Award for himself. Despite shining name of Jammu and Kashmir, young social activist remained unsung hero among his own people. In a crispy talk with PS Bali, Sukhjinder Singh revealed some excited moments while on rescue mission.

Q:  What motivated you to take such a dangerous step?
Singh: First of all, whatever happened was as per wish of the god. It was He (God) who guided and chose me for this cause. Somebody had to had their, if not me. I am lucky that god choose me for this adventurous task. Actually it was feeling of oneness which took me to Uttrakhand. Some days back my mother was insisting me to take her to Hemkund Sahib, but due to some reasons we had to postpone the programme. When I reached back Chandigarh for modeling and theatre, I heard about this catastrophe. It was an instant decision from me that I will go to the place for rescuing people, as I found it my moral duty to help those stranded. During the course of this task I always kept it in my mind that my mother is also stranded, which gave me more determination.

Q: How did you reach the place of calamity being a civilian?

Singh: I am thankful to IGP Punjab Gautam Cheema, who ascertained my request of taking this challenge as a volunteer. On the first day of calamity, I approached IGP and showed eagerness to join them in this task. At first he was reluctant to take any civilian for this risky job, but owing to my continue requests and enthusiasm he agreed and allowed me to be part of rescue team.

Q: What was more challenging during this whole mission?



Singh: Since from entertaining name for volunteer rescuer to coming back safely was all challenging. But yes crossing Alaknanda was deadly among all. The task was to reach other end of the mountain without any bridge or path, which was eroded due to heavy landslides and floods. We have to use a strong stick about five or six feet in length as support, to cross the ferocious tides of river.

Q: How did you rescue stranded people without any administrative machinery assistance?

Singh: It was next to impossible for administration to execute machinery systematically across the Alaknanda, where huge numbers of pilgrims were stranded. Our job was to rescue stranded people upto a certain place, from where pilgrims were escorted by administration and Army.

Q: Did you learn mountaineering and other important things necessary for rescue operations?

Singh: Definitely yes, I learnt all basic things of rescue operation, including mountaineering from RN Singh. It is not possible for amateur to do this task as such job requires meticulous execution and slight lackadaisical attitude costs nothing less than a life.

Q What was the first reaction of people on seeing you?

Singh: When we reached the place where people were stranded, they jumped and hugged us with joy and many started kissing our hands. It is worth sharing incident, I was carrying a woman of around 80-90 kgs and it was difficult path to walk on, but somehow I managed to get her on the other side. On reaching other side, she started kissing me on my forehead and gave huge blessings, which made me cry at that moment, as I took this journey thinking about my mother.

Q: Did this experience affect you in any way?

Singh: Frankly speaking, I am feeling more mature and responsible. It provided me more perspectives of looking at life. Now I am more ambitious towards my goals. This is the most unforgettable moment of my life and it changed my way of thinking.

Q: As you are model and actor, do you think risking your life will help you reach somewhere?

Singh: As I earlier said, I did it out of moral responsibility and nothing else. But, yes I am also sure that my honest effort will pay me in my career.

Q: We heard that you are nominated for President Award, did you receive any other appreciation?

Singh: Yes, my name is nominated for President Award and I am excited for it. After finishing job successfully we had been told that this mission will pay us huge fame, but nothing turned as cozy as it was thought of. Besides certificate of appreciation from Punjab government I have received no appreciation, not even from my home state, which hurt me.

Q  What are your future plans? Do you want to further this kind of social works or you will concentrate of modeling and acting?

Singh: Though modeling and Acting is what I have to do for livelihood, but apart from it I am always ready to help others. I am also planning to constitute a group of volunteers, who will work tirelessly for disaster inflicted people and also for those in need of such help. I welcome all to join me in this effort.

Q: Did state government honour you in any way?

Singh: At first instance, I don’t think J&K state government might know about it. This is the first media interaction I am having since that episode, so it is quite obvious state government would be unaware about me. But it is unfortunate that despite showing certificate of appreciation to many bureaucrats and ministers, I got no admiration from their side.

Q: Do you think your being Sikh hinders your progress and fame?

Singh: Initially, I had this feeling that being Sikh in state of Jammu and Kashmir is crime in itself, because you are always treated as second class citizens, which hinders your progress. But now I feel I was wrong, as being Sikh is in itself a pride and you cannot expect materialistic fame for natural fame, which guru ji’s has bestowed upon us. I am working on his (God) name and will always work with same attitude, no matter whether I reach my aims or not.

It would not be perhaps wrong to say that Jammu and Kashmir State keeps high regard for mediocre class and are apathetic to exceptional ones. Despite being nominated for the President Award, a young model-turned social activist reportedly facing apathy of state government has remained unknown to his state.
Sukhjinder Singh, an Engineer and model-cum-actor was reportedly the first civilian from Jammu and Kashmir State to reach the mountainous catastrophe occurred at Uttrakhand, for rescue operation.
“I am disappointed with the attitude of the state government. I represented my state while saving thousands of lives and got appreciated from Uttrakhand as well as Punjab government and also my name is nominated for Presidential Award for saving thousands of pilgrims stranded at high altitudes of Uttrakhand,” lamented 27-year old Sukhjinder Singh.
Due to apathy of state government, Singh feels that people working for humanity and society have no place in the state of Jammu and Kashmir.
“I was expecting better treatment at home as I had experienced some good moments among people in Punjab and Uttrakhand and my expectations were high with own people. But on reaching Jammu, I felt that people are not aware about me,” he said.
He maintained that despite showing his certificate of appreciation to many bureaucrats and ministers (without naming any) he was not appreciated.
“I don’t want appreciation, but if you are representing your state somewhere, you are supposed to get better treatment just for encouragement. Many times in past year I showed my appreciation certificate, which was presented to me by Punjab Government, to many bureaucrats and ministers in the hope of getting some appreciation, but couldn’t convince them ,” said Singh.
He also feared that his being Sikh hampered his recognition in the state. “I am sure that my being Sikh is the reason I am not being given that reputation, which I deserve,” he claimed.
He added that being a social activist, he needs encouragement from governments, so that more and more youth joins him in his endeavour of helping needful people.
“Encouragement is all what I asked from state government. I am model and actor, it is obvious that I need recognition, but here I just want to get recognized at my home, that’s why I was asking for appreciation,” he said.


JU to conduct special Test for AR post to adjust blue-eyed candidates

In a bid to adjust blue-eyed candidates, Jammu University is reportedly going to conduct a special test for the post of Assistant Registrar in Jammu University.
Talking to Early Post, highly placed officials in Jammu University on the condition of anonymity revealed that University administration under the absolute patronage of vice chancellor Ishar Mohan Singh is going to arrange special test for the post of Assistant Registrar.
“To keep it secret of utmost, university administration has not re-advertised this post in any popular newspaper of the state. This shows their (JU administration) inclination towards politically influential and physically strong people,” claimed official.
He further added that time and again university is adjusting influential people for some higher posts, which harm meritorious candidates. This time by not re-advertising the said post Jammu University has paved way for influential people over senior and more experienced and meritorious candidates.
“University had advertised this post one and half year back and as per criteria they have to re-advertise it subsequent year if by any circumstances it cannot be filled by that year,”  said official.
Not even University selection committee is informed about this special test. “For every appointment, University constitutes particular committee who conducts test, but here scene is different because no such committee is constituted,” alleged source adding that Tomorrow (5-01-2014) is decided as the date of test, “which is only known to people associated with this scam,” he alleged.
Professor in the University alleged that this special test is conducted to adjust Rakesh Chib, who along with Vikas Sharma under the command of Head of Department of Statistics was on a spree of blackmailing university authorities.
“To evade blackmailers, University authority silences them by offering jobs.  Earlier also NSF president Vikas Sharma was inducted as a contractual lecturer in the Directorate of Distance Education of Jammu University,” alleged professor, wishing anonymity.
Early Post on 19-12-2013 carried news item, wherein it was mentioned that Jammu University is putting all efforts to adjust Rakesh Chib for the post of the Assistant Registrar in the University of Jammu.

When tried to contact University PRO, Vinay Thussu, he disconnected call when was asked about this issue. Moreover when Early Post again tried to connect he switched-off his cell phone.

JU plunges NET appearing students to Stone–Age

Due to a nexus of neglects, score of students appearing for University Grants Commission (UGC) National Eligibility Test (NET) examination alleged of poor facilities provided by Jammu University and expressed shame over the working of the premier institute.
“The Jammu University kept thousands of students shiver in the bone-chilling cold, without any facility of heating system. Even the colleges and schools provide better facilities than this premier institute of the state,” expressed appearing student, Raviya Gupta saying that the condition of Jammu University is so miserable that in absence of electricity, University has no back-up supply.
“It is disgraceful that the Jammu University has no backup power supply in the absence of main electricity supply. It gave me literal feel of ‘Stone-Age’, today while appearing for NET examinations,” said she.
Score of students accused Jammu University authorities of being insensitive and playing with their career. “Authorities of Jammu University take these examinations frivolously, that is why same accusations and allegations are lobbed on JU authorities time and again,” said Rabinder Singh adding that JU administration failed yet another time to provide just facilities to students appearing for examinations, “filling those circles of OMR sheet in cold is quite difficult task, but filling them in dark add-on to it,” he rued.
Various students taking examination in Home science and its adjoining blocks lamented that construction work of the building irked them and abstracted them from concentration.
“Instead of alleviating our problem, University administration torture students with the background noise of construction work, in progress at Home Science department,” said students of Fine Arts.
They further added that University Authorities should have this much sense that at time when students are struggling with questions, such a noise should be avoided.
When contacted Prof Rajnikant (dealing with NET examinations), he refuted and said that it is not his prerogative to comment on construction activities of the University and ranted when was asked about power supply. He even challenged professional integrity of media, saying “you people invent and then highlight negatives of University.”
It is pertinent to mention here that this is not the first time that Jammu University resented students appearing for any examination. Earlier also, such allegations were lobbed on JU for its failure of conducting examinations like State Level Eligibility Test (SLET) and SSC in a smooth and better way. This time over 10, 123 students appeared for UGC NET in Jammu.





VC Jammu University hushes blackmailers at the cost of University exchequer

Following the absolute backing of vice chancellor, Prof Ishar Mohan Singh, National Students Federation (NSF) president, Vikas Sharma not only managed to secure a post of contractual lecturer of Statistics at Directorate of Distance Education (DDE), University of Jammu but is also reportedly withdrawing regular salary of Rs 16000 per month, against the norm of ‘lecture based payment’ earlier. 
The post for which Vikas Sharma is appointed, earlier used to outsource the faculty and payment was decided according to the time given by the lecturer per day.
A highly placed sources in the Jammu University claimed “earlier the salary for the said post was according to lectures taken, which is standardized for Rs 150 for under-graduate classes per hour and Rs 250 for post-graduate classes. And the monthly sum of the salary withdrawn by the outsourced lecturer was around Rs 2250 and Rs 3750, respectively of minimum one hour for 15 days,” rued official source, adding here in the case of Vikas Sharma, Jammu University is paying Rs 16000 per month, which is in no way beneficial for the University.
“The appointment of Vikas Sharma is not only the result of pressurizing tactics, but also the failure of administrative policies of vice chancellor, which made him to bow in front of his (Vikas) demands” alleged official sources wishing anonymity, adding “As against the lecture based payment earlier, Rs 16000 withdrawn by Vikas Sharma bores extra brunt on the university exchequer every month.”
If sources are to be believed, Vikas had a close relation with Vice Chancellor, Jammu University Ishar Mohan Singh, under whose patronage Vikas was inducted as a contractual lecturer in the DDE.
“Owing to a political background and his crusade of exposing one after another scam of the Jammu University, Vikas Sharma succeeded in influencing the Vice Chancellor to get a job of contractual lecturer,” claimed sources.
Working to maintain his better reputation as a vice chancellor, Prof Singh has successfully silenced blackmailers.

“To keep his work record clear of any controversy and scam, vice chancellor has negotiated with Vikas at the cost of university exchequer,” maintained sources in Jammu University.

Student politics in Jammu University is open to new kind of challenges, where student leaders stage protest to bait personal interests. Just days after the spread of news regarding appointments of Assistant Professor in Jammu University, various student bodies shoved-up to pressure tactics to concede University Authorities, ‘not less than the post'.
This is something Deja-vu in Jammu University, wherein students often resort to such tactics to get their personal work done. “Students protest until specific demand of their leaders is not met. Once leader is satisfied, no more protests are staged and rest of the students discomfit as bewildered crowd,” said a professor wishing anonymity. He added that earlier also such negotiations are held between university authorities and student leaders.
“Among student unions in Jammu University, National Students Federation (NSF) is at the top for blackmailing university authorities at the behest of their political bosses,” said professor adding “earlier NSF president Vikas Sharma held consistent protest demonstrations against university administration, especially Directorate of Distance Education to influence vice chancellor to get job in the university.”
He maintained that Vice chancellor, Prof Ishar Mohan Singh under sheer pressure vehemently patronized NSF president, Vikas Sharma with a job in Jammu University instantly after completing his PhD in statistics. Since after getting job, no protest demonstrations was witnessed in the Jammu University, which made it evident that NSF chief was doing all this for personal interests. “It is evident that some university official is helping him to blackmail university administration by revealing official secrets before him,” he alleged.
Another professor on the condition of anonymity revealed that Vikas Sharma and Rakesh Chib under the command of Head of Department of Statistics are on a spree of blackmailing university authorities. “Due to political influence and physical strength of controversial HoD statistics, NSF president Vikas Sharma was inducted as a contractual lecturer in the Directorate of Distance Education of Jammu University. Whereas, every effort is put to adjust Rakesh Chib as the assistant registrar in the university,” said professor in the Jammu University.
“Protests in Jammu University attract jobs for the leaders, therefore they do it purposefully,” said former member of NSF, adding leaders exploit students with false promises of working for students welfare.

He said “This time NSF and other unions are on toes protesting for unknown issues only to pressurize university authorities to favour them with a job of assistant professor,” he lamented.

Vice Chancellor Jammu University silences students’ by offering jobs

It would not be perhaps wrong to say that vice chancellor Jammu University has learnt the song of appeasing students, not all, to silence them. It is strange but true that Jammu University has not witnessed any major protest by students for the past more than six months, courtesy--vice chancellor prof Ishar Mohan Singh, “who patronized some students to get job in the Jammu University,” alleged officials in Jammu University on condition of anonymity.
Official sources claimed that the initial years for Vice Chancellor, prof Ishar Mohan Singh were full of challenges, with student bodies on toes exposing one after another scam in the University. But eventually the negotiations between Vice Chancellor and students’ leaders turned win-win situation for both.
“After some round of meetings between vice chancellor and student leaders, it was negotiated upon that no protest against University will take place if leaders will be settled with job in the university,” said sources from Jammu University.
If sources are to be believed powerful and influential people are preferred upon meritorious candidates while appointing for teaching as well as non-teaching faculty in the University. “Rule of primitive societies that ‘might is right’ is still prevalent in Jammu University. Appointments here are made on the physical strength and political influence of the candidate, instead of his/her merit,” said sources adding that people with political influence have contained high position in the university and are patronizing influential candidates to get job in the university.
Day scholar, Anil Sharma said that it is quite peculiar to see no student activities on the University campus. “This is my fourth year in the university, but I have not seen such a stillness. Student unions were always active in raising various issues concerning students, but this years is different with NSF, ABVP, NCSU, JSM and other student unions seem on hibernation,” he said reluctant to disclose his department.
He added that once students union, without naming any, had staged a protest demonstration against defunct clock of central library, but “this year many important issues concerning students like roaming of outsiders in the University remained untouched,” he rued, adding “protests are still held but are irrelevant and had nothing to do with general students,” said Anil.
It is pertinent to mention here that eyeing the upcoming appointments in the month of January for the post of assistant professor, student unions have again resorted to protests in the University. “To get themselves settled as assistant professors, members of particular student union are resorted to pressure tactics by staging protests in the University,” source disclosed.
